Regulations & Compliance
The California Public Utilities Commission regulates privately owned electric, natural gas, water, and sewer utilities. Therefore, they have no jurisdiction over publicly owned or municipal utilities, such as SMUD or the Los Angeles Department of Water and Power. CPUC regulates natural gas utility service for approximately 10.8 million customers that receive natural gas from Pacific Gas and Electric, Southern California Gas, San Diego Gas & Electric, Southwest Gas, and several smaller natural gas utilities. Water is controlled at the state, county, city levels with views from several state agencies as well. Since the Public Utilities Commission (PUC) only regulates privately owned water utilities which turns out to be a small percentage of water in the state, it is important to check local jurisdiction regarding properties.
